What is SATOP?

SATOP is the Substance Abuse Traffic Offender Program. If your license is suspended in conjunction with a DWI, you will have to complete SATOP before being fully reinstated. SATOP is also often a condition of probation on your criminal DWI charge. SATOP consists of an evaluation, and then placement in classes based upon the outcome of your evaluation. Costs vary depending upon your placement. Classes are available at numerous locations across the state.
REMEMBER! Before starting SATOP you should discuss the best time to participate with your attorney.
All participants being assessed for SATOP will be required to pay two initial fees:
  • Assessment Screening Fee: $126.00
  • Supplemental Fee: $249.00

  • How Does Satop Work
    1. After you have discovered that you are required to enroll in SATOP, you will have to complete an assessment screening at a local Offender Management Unit (OMU). Once this evaluation is completed, a determination will be made with regard to your level of placement. Your placement level will establish the extent of your participation in the program.

    2. The following service levels have been established by SATOP:

    -Offender Education Program (OEP – Level I): Cost: $200.00 This is a 10-hour education course designed for lower risk consumers
    -Adolescent Diversion Education Program (ADEP – Level 1): Cost: $130.00 This is also a 10-hour education course for minors who may have received Abuse and Lose, Minor in Possession, or Zero Tolerance offenses.
    -Weekend Intervention Program (WIP – Level II): Cost: $467.45* This is a 20-hour level of service designed for repeat or high risk consumers using intensive education and counseling intervention methods over the course of a weekend.
    -Clinical Intervention Program (CIP – Level III): Cost: $1,067.42* This is a 50-hour outpatient counseling program consisting of individual counseling and group counseling. 10 of these hours will focus on impaired driving issues.
    -Youth Clinical Intervention Program (YCIP – Level III): Cost: $510.20* This is a 25-hour program for minors identified as having serious problems with substance abuse.
    -Serious Repeat Offender Program (SROP – Level IV): Starting Cost: $1,500* An outpatient program consisting of at least 75 hours of treatment in no less than 90 days. Services include a minimum of 35 hours of individual and/or group counseling. Clinical staff has discretion in determining successful completion.
    -Traditional Treatment (Level IV) Cost: (variable) This program level is assigned for those consumers having multiple alcohol or drug related traffic offenses, those at high risk of re-offending. Treatment may be in the form of a residential or outpatient program, but must be completed at a state or nationally certified/accredited treatment provider.

    Even if you haven't been placed under arrest yet, you do not need to answer questions about where you've been and what you've been drinking. BE POLITE, GIVE THE OFFICER YOUR DRIVER'S LICENSE AND PROOF OF INSURANCE, but don't offer up any more information. EVERYONE says they've just had one or two beers. DO NOT SAY THIS. Just politely tell the officer that you would like to speak to an attorney before answering any questions, and remain silent after that.
